Examiner Jae Wook, who had some expertise in vicious violations, loathes the hoodlums and doesn't care a lot about their basic liberties. At some point, while questioning Jin Seok, a suspect looking undependable, Jae Wook blows his top once more and beats him. The following morning, when Jae Wook returns to the cross examination room, he tracks down Jin Seok dead. Jae Wook is accused of homicide and captured. The Investigators' Office, including Jae Wook's chief and close partners, frantically attempts to find an exit from this difficulty, leaving him as a substitute. Jae Wook claims his honesty yet gets condemned 10 years in jail. In jail, Jae Wook meets an attractive, even trivial lawbreaker, Chi Won and finds the sign of the plan which put him in jail. Jae Wook asks Chi Won to unite with him and starts preparing him to uncover the plan and seek his retribution.
